摘要: 锦屏一级水电站在建设过程中具有施工交叉干扰大,区域范围降雨时间长、泥石流易发等特点,给施工安全监理工作带来了诸多困难。针对工程施工特点,论述了施工安全监理工作体系建立、安全监理工作特点和施工安全监理成效等;提出了全面、系统的安全监理措施;介绍了长江水利委员会锦屏一级水电站监理部独特的施工安全监理特色。以期通过科学监理和过程控制,形成施工安全监督管理长效机制,确保工程施工安全。

Abstract:
The construction of Jinping Hydropower Station I met the following challenges: interference from cross construction, long span of rainfall in construction area and frequent mudslides. According to these challenges, the establishment of a supervision system for construction safety, characteristics of safety supervision, and effects and results of safety supervision are discussed. Comprehensive and systematic supervision measures are put forward. The distinctive features of the supervision practice at Jinping Hydropower Station I by Changjiang Water Resources Commission are introduced with the expectation to form a long-term mechanism in construction safety supervision and to ensure construction safety through scientific supervision and process control.
