水利工程征地补偿补助标准及相关费用研究——以扩大杭嘉湖南排工程(嘉兴部分)为例

摘要: 征地补偿补助是水利水电工程建设前期工作的重要内容,也是项目参与各方最关心的问题,妥善合理处理征地问题,事关地区和谐稳定。介绍了浙江省征地补偿补助政策的沿革;指出水利水电工程有关税收未能纳入优惠范围,行业间“同地不同税”问题较为突出;征地补偿补助费用中区片综合价调整对土地征收补偿投资造成价差。以扩大杭嘉湖南排工程(嘉兴部分)为例,分析了征地补偿费用变化情况,梳理了税费体系,提出做好水利工程前期规划,减少区片综合价定期调整带来的影响;对同一性质的税费进行梳理合并,做好归口管理,避免重复征税,减少概算外费用的发生等对策建议。

Abstract: Land expropriation compensation and allowances are important preliminary work for water conservancy and hydro-electric power projects, and also is one of the most concerned issues for every project participants. Whether this issue is dealt properly or not has direct influence on the harmony and stability of the region. The evolution of policies in land expropriation compensation in Zhejiang Province is introduced; tax expenses relating to water conservancy projects are not incorporated into the preferential range and the problem of "different tax policies within the same region" is significant among different industries. Regional comprehensive price adjustments caused the price difference in investments in land expropriation compensation. Taking Hangjia Lake Southward Discharge Expansion Project as example, to reduce the impacts from regional comprehensive price adjustments, variation in the compensation expenses was analyzed, taxation system was reviewed, and preliminary scheme on water conservancy project was advised to be carefully prepared. It is also suggested that taxes of the same kind should be reviewed and consolidated, a centralized management department should be employed, and extra-budgetary expenses should be reduced.
