引江济淮工程航运功能研究

摘要: 我国经济已由高速增长阶段转向高质量发展阶段,区域协调发展是推动高质量发展的重大战略举措。引江济淮工程是重大战略性水资源配置和综合利用工程,依托江淮水运将重塑并完善区域综合交通体系,支撑区域经济协调发展。在此大背景条件下,对引江济淮工程总体情况和航运工程的现实状况进行了分析研究。基于研究结果,阐述了引江济淮工程在保障供水、发展航运、改善生态等方面的综合效益,以及对发展航运事业的重要意义。同时,针对航运发展问题,提出了充分发挥工程航运功能的对策和建议,包括编制航运专项规划、研究交汇水域通航问题、建立健全航运管理体制机制、综合考虑区域航运长远发展和重视水运绿色发展等。

Abstract: China′s economy has shifted from rapid development to high quality development, and regional coordinated development is a significant strategic measure to promote high quality development of economy. Water Diversion Project from Yangtze River to Huaihe River is of strategic importance to water resource allocation and comprehensive utilization project. It would reconstruct and improve regional comprehensive transportation system and support regional coordinated development based on waterway transport between Yangtze River and Huaihe River. This paper studies the overall situation and navigation of the Water Diversion Project Yangtze River to Huaihe River, and summarizes comprehensive benefits in several aspects such as supporting water supply, developing navigation, improving ecology and the significance of developing navigation. Aiming at this problem of navigation development, this paper puts forward some suggestions for giving full play of the project’s navigation function, including making special planning of navigation, studying navigation in the river confluence, establishing and improving the navigation management system, comprehensive consideration of navigation development, paying attention to green development of navigation.
