基于Vague集的水电开发生态补偿标准研究:以白鹤滩水电站为例

摘要: 关于水电开发生态补偿标准的研究多基于生态服务价值及机会成本的估算,忽略了补偿主体的补偿能力及意愿,因此引入生态补偿系数,表征补偿主体的补偿能力及意愿,并对补偿标准基数进行修正。补偿基数主要通过量化水电开发产生的外部性价值确定,补偿系数则依据Vague集相似度量理论计算的补偿主体综合发展指数确定。以白鹤滩水电站及其主要受益方凉山州为例,进行生态补偿标准量化研究。结果表明:白鹤滩水电站产生的正、负外部性价值分别为14478亿,491亿元,补偿系数为0363,补偿标准阈值为\[5077,13987\]亿元。研究结果可为生态补偿中补偿能力及意愿的量化提供新思路。

Abstract: At present, most of the researches on ecological compensation standard of hydropower development are based on the estimation of ecological service values and opportunity costs, while neglect the compensation ability and willingness of the compensation subject. This paper introduced the ecological compensation coefficient to characterize the compensation ability and willingness of the compensation subject and modifies the basic value in compensation standard. The compensation value is mainly determined by the external value of hydropower development and the compensation coefficient is determined according to the comprehensive development index of compensation subject calculated by the similarity measurement theory of Vague set. This paper takes Baihetan Hydropower Station and its main beneficiary Liangshan Prefecture as an example to quantitatively study the ecological compensation standard. The calculation results showed that the positive and negative external value of Baihetan Hydropower Station were 144.78 million and 491 million yuan respectively, the compensation coefficient was 0.363, and the compensation standard threshold was [50.77,139.87]. This study can provide new ideas for the quantification of compensation capacity and willingness in ecological compensation.
