上游水库调度下长江中下游超额洪量的空间分布

摘要: 根据实测水文资料构建了宜昌-大通一维水动力数学模型,用于研究长江流域上中游21座水库调度后在不同典型年的不同频率的中下游的超额洪量,具体包括以下内容:①构建长江中下游宜昌-大通一维水动力数学模型,并根据长江勘测规划设计研究院有限公司提供的长江1956年和1998年的流量水位进行率定验证,率定验证结果良好;②针对目前已建成的长江中上游21座水库,根据上游水库配合三峡水库的防洪调度方式,利用建立的上述数学模型,对不同典型年的不同频率下的长江中下游各河段超额洪量的空间分布情况开展分析;③根据不同典型年、不同频率下的长江中下游荆江河段等4个地区的超额洪量,以及荆江等4个河段附近区蓄滞洪区的蓄洪容积分布情况,对在遭遇上述洪水情况下的长江中下游的防洪安全形势展开研究分析。研究结果表明:①计算的荆江等4个河段的超额洪量均小于其附近区蓄滞洪区的蓄洪容积,因此,可通过蓄滞洪区联合调度来减小城陵矶等3个河段的超额洪量,保证长江中下游地区的防洪安全;②21座水库群联合调度下,遭遇到P=0.5%的设计洪水时,长江中下游如城陵矶附近地区仍然存在大量的超额洪量,而目前有些蓄滞洪区还在规划中,并没有得到充分利用,因此需要加快规划和建设。

Abstract: According to the survey hydrology data, we built a one-dimensional hydrodynamic model from Yichang to Datong Station to research the excess flood volume in the middle and lower reaches of the Yangtze River at different frequencies in different typical years under joint operation of reservoir groups in the upper reaches. The research includes the following three aspects:① The proposed model was verified and checked well according to flood data of the Yangtze River in 1956 and 1998.② Based on the above mathematical model, the spatial distribution of excess flood volume in the middle and lower reaches of the Yangtze River at different frequencies in different typical years were analyzed according to the joint operation of 21 reservoirs in the upper reaches and the Three Gorges Reservoir.③ According to the excess flood volume in the 4 sections of the middle and lower reaches of the Yangtze River and the distribution of flood storage volume in the flood retention area near the corresponding four sections under different typical years and different frequencies, the flood safety situations of the middle and lower reaches of the Yangtze River under the above flood conditions were studied and analyzed. The results showed that:① The excess flood calculated in Jingjiang River and other three river sections were smaller than that in the nearby flood retention areas. Therefore, the joint dispatching of the flood retention areas could reduce the excess flood volume in three river sections, such as Chenglingji, ensuring the flood safety of the middle and lower reaches of the Yangtze River.② Under the joint dispatching of 21 reservoirs, when encountering designed flood with the frequency of 0.5%, there was still a large amount of excess flood in the middle and lower reaches of the Yangtze River, such as at Chenglingji. However, at present, some flood retention areas were still under planning and not fully utilized. Therefore, further planning and construction are needed.
