内河航道断航影响分析和应对措施研究——以大藤峡水利枢纽工程截流断航为例

摘要: 大藤峡水利枢纽工程截流造成黔江主航道断航约5.5个月。通过全面梳理断航对航运业、企业生产、地方财税、社会稳定等各方面的影响,分析国内建设项目施工期断航补偿处理工作在补偿报告编制、补偿范围确定、补偿对象认定、补偿标准制定、补偿社会风险评估、补偿工作机制建立等方面存在的不足,提出了编制断航社会经济影响分析报告、广泛征求意见、提高地方政府参与度、建立合理的补偿机制等措施,拓宽了解决内河航道断航货币补偿处理工作的思路和方法。相关经验可供同类项目借鉴参考。

Abstract: The closure of Datengxia hydro-junction will result in the suspension of the main channel of Qianjiang River for approximately 5.5 months. Through a comprehensive analysis on the effects of navigation suspension on the shipping industry, enterprise production, local fiscal and taxation, and social stability, the deficiencies in the compensation report preparation, the compensation scope confirmation, the compensation object affirmation, the compensation standard preparation, the compensation social risk assessment and the compensation working mechanism establishment were analyzed. Furthermore, some measures such as preparing the social and economic impact analysis report, soliciting opinions extensively, increasing the participation of local government were put forward. So the ideas and methods to solve the problem of monetary compensation for inland waterway suspension were broadened. Relevant experience can be reference for similar projects.
