深圳市宝安区水环境综合治理模式及其成效

摘要: 为了从治理措施、行政建设管理等方面探索总结出一套适合于高密度建成区水环境综合整治的科学有效方法,对深圳市宝安区治水模式的成功实践进行了分析归纳。分析结果表明:(1)城市水环境综合整治宜以地方政府顶层设计为主,坚持“系统+源头”的治理原则,按照“厂、网、河、源”的技术路线,从末端截污向正本清源延伸,从骨干河道向支流系统辐射,在全流域治理的大幕下,精准治理每一条黑臭水体;(2)需要坚持“建管并重”的治理策略;(3)应采用简约高效的设计采购施工总承包(engineering procurement construction, EPC)治水模式以及“1+1+4”的管理模式,并充分借助央企等参建单位在人才、技术、经验和设备方面的优势,确保在工期紧、任务重的情况下顺利完成工程建设任务,实现全过程跟踪管理,而且也易于对项目进度、工程质量和水质目标等要素进行整体控制。研究成果可为类似的城市水环境治理提供参考。

Abstract: In order to explore a set of scientific and effective methods suitable for water environment comprehensive treatment in high-density built-up areas, this paper analyzed and summarized the successful practice of water environment treatment mode in Bao′an District, Shenzhen, from the aspects of treatment measures and administrative management.The results showed that the comprehensive treatment of urban water environment should be based on the top-level design of local government, adhere to the governance principle of "system + source",follow the technical route of "treatment plant, network, river and source",extend from the end interception to the original source, from the main river to the tributary system.Every black and odorous water body should be precisely controlled under the whole river basin management.Meanwhile, it is necessary to adhere to governance strategies that the management should be taken as significant as building.Then water environment treatment should adopt simple and efficient water control mode of Engineering Procurement Construction(EPC) and management mode of "1+1+4",which can fully take the advantages of participating units, such as central enterprises, in terms of talents, technologies, experiences and equipment, ensuring the successful completion of engineering under tight schedules and heavy tasks.This mode is not only to realize the whole process tracking management, but also easy to control the project schedule, project quality and water quality goals and other elements as a whole.The research results can provide reference for similar water environment management.
