土石坝溃决人员生命损失评估方法研究

摘要: 大坝溃决是一种低概率高风险的灾害,研究一种可靠的溃坝生命损失评估方法对于溃坝突发事件应急响应显得尤为必要。但由于致灾环境复杂,生命损失受到定性与定量因素的耦合作用,造成了致灾因子体系的不确定性与灰色性,使得生命损失难以定量评估。通过对具有生命损失统计数据的16座大坝溃坝案例进行分析,基于双对数坐标构建了风险人口与生命损失的函数关系;充分考虑警报时间、溃坝洪水严重性和风险人口对溃坝理解程度、风险人口密度等4个主要影响因素和溃坝时间、天气、与坝址距离、应急预案、坝高、库容、建筑易损性等7个次要影响因素,对建立的风险人口与生命损失的函数关系式进行修正,建立了一种快速高效的生命损失评估模型,并通过16座已溃大坝的生命损失数据对模型的合理性进行了验证。另外,采用建立的模型评估了2018年我国新疆射月沟水库溃坝案例的生命损失,并与国内外常用的其他模型进行比较。计算结果表明:建立的模型较好地评估了射月沟水库的溃坝生命损失,进一步验证了模型的适应性和可靠性。

Abstract: Dam breach is a kind of disaster with low probability and high risk, so it is necessary to carry out a reliable method for life loss evaluation of dam breach for emergency response.However, due to the complex disaster-causing environments, the coupling effect of qualitative and quantitative factors on the life loss leads to the uncertainty and grayness of the disaster-causing factor system, which make it difficult to quantitatively evaluate the life loss.According to the analysis of 16 dam breach cases with statistical data of life loss, the functional relationship between risk population and life loss was established based on the log-log coordinates.Take into full consideration of the four major influence factors, such as the alarm time, severity of dam bursting flood, understanding of risk population to dam breach, and density of population at risk, as well as the seven secondary influence factors such as dam breach time, weather condition, distance from dam site, emergency plans, dam height, storage capacity and vulnerability of buildings, the functional relationship formula between risk population and life loss was modified.Based on these influence factors, a fast and efficient life loss assessment model was developed.And the rationality of this model was verified by the life loss data of 16 dam breach cases.In addition, the proposed model was utilized to evaluate the life loss of the breach of Sheyuegou Reservoir Dam in Xinjiang Region, and was compared with other commonly used models at home and abroad.The comparison results showed that the proposed model can better evaluate the life loss of Sheyuegou Reservoir Dam, thus further verified the adaptability and reliability of the proposed model.
