Abstract: Geao Reservoir in Ningbo City adopted the production resettlement mode of basic living security as the main way and the relocation resettlement mode of property rights exchange. It is the first project to implement completely no-farmland resettlement in large and medium-sized reservoirs in Zhejiang Province. The project has already been implemented and achieved good results. This paper described the application of property right exchange in resettlement of water conservancy and hydropower engineerings, and analyzed the mechanisms, necessity and feasibility of this project. The results show that the successful resettlement by property right exchange owes to local socio-economic background, the relative high relocatee’s quality and government’s resolution to benefit people. Whether the resettlement way by property right exchange or money in this paper can be applied in other water conservancy and hydropower engineerings deserves further discussion.
