流域洪水预报调度通用平台研究与实践

摘要: 在多预报断面和多水库对象的流域洪水预报调度中,水文预报和水库调度相互耦合,导致相关计算流程复杂。采用预报调度一体化、模型云、陆气耦合及多语言融合开发等多项关键核心技术,开发了一个适用于大流域河系洪水预报调度一体化的通用可配置平台。该平台实现了河系洪水预报调度一体化方案创建的参数化配置与高效计算,具有滚动预报、作业预报、防洪调度等多项高级应用功能,并在湖南省四水流域取得了较好的应用效果。研究成果可推广应用至其他类似流域洪水预报调度中。

Abstract: In the flood forecasting and dispatching of watersheds with multiple forecast sections and multiple reservoir objects, hydrological forecasting and reservoir dispatching are coupled with each other, resulting in complicated calculation processes. Using a number of key core technologies such as integration of forecasting and scheduling, model cloud, land-atmosphere coupling, and multi-language hybrid development technology, a general configurable platform suitable for integration of flood forecasting and dispatching in large river systems was developed. The results showed that the platform realized the parametric configuration and efficient calculation of the integrated scheme of river system flood forecasting and dispatching, and had many advanced application functions such as rolling forecast, operation forecast, flood control and dispatching, etc. The platform had been applied in the four major river basins (Xiangjiang River, Zijiang River, Yuanjiang River, Lishui River) in Hunan Province and had achieved good results. The research results can be applied to flood forecasting and dispatching in other similar basins.
