河长制下水环境治理的阻滞因素与发展策略——基于公共价值视域的分析

摘要: 河长制是中国完善水治理体制,推进生态文明建设的一项重要举措。以公共价值理论为研究视角,基于穆尔价值战略三角模型构建分析框架,结合在湖北省荆门市的实地调研,对河长制下水环境治理问题进行探讨。从价值、支持、能力3个维度分析发现存在的几方面阻滞因素,即公共价值选择偏差与信任折损、制度性缺陷和“民间”能量缺失、资源整合与协同行动能力不足。要化解河长制下水环境治理中的实际问题,实现河长制的长效、稳定与存续,应坚持使命为上,追求公共价值集最大化;优化制度设计,扩大社会公众支持;数字赋能,整体性提升资源整合与协同治理能力,以实现“河长制”促“河长治”。

Abstract: The river chief system is an important measure for China to improve the water governance system and promote the construction of ecological civilization.This study adopted the public value theory as the research perspective, constructed an analysis framework based on the Moore value strategy triangle model, and discussed the environmental governance of the river chief water environment through field research in Jingmen City, Hubei Province.From the 3 dimensions of public value, support, and operational ability, analysis has found that there are several hindrance factors, namely, public value selection bias and trust loss, institutional defects and lack of "civilian" energy, and insufficient resource integration and collaborative action capabilities.To solve the practical problems in the governance of the river chief system and realize the long-term effectiveness, stability, and survival of the river chief system, we should adhere to the mission as a priority and pursue the maximization of public value set; optimize institutional design and expand public support; through digital empowerment, the ability of resource integration and collaborative governance is improved as a whole, to realize the "river chief system" and promote "river governance for long".
