摘要: 为规范突发地质灾害应急治理,减少工程技术风险,以典型案例为基础,通过工程技术条件对比分析,开展了应急治理工程通用模式研究。研究指出:应急治理工程,是以地质灾害险情事件处置为导向的特殊抢险救灾工程,具有时效性、动态性和聚焦性等特点,工程目标可分为主动控制、软着陆和被动保护等3类。研究提出:与应急情景相适应,工程设计采用螺旋式方法,分目标设计和方案设计2个阶段进行,会商设定工程标准。工程实施采用信息法,并与后续常规防治相延续。

Abstract: In order to standardize the emergency treatment of abrupt geo-hazards and reduce the engineering technical risk,based on a typical case,we study the general engineering mode of emergency control by comparative analysis on engineering technical conditions.The research points out that the geo-hazards emergency control is a special event-treatment-oriented rescue and relief engineering, characterized by timeliness, dynamics and focusability.The engineering target strategies include active control, soft landing and passive protection. A common engineering mode is suggested as follow, being adapted with emergency scenario, the engineering design should be carried out in two stages(disposal target design and technical program design) and in a spiral mode, and the engineering standards should be set through consultation.The engineering implementation should use information method and consider the linkage with subsequent conventional control.
