Abstract: The Guayas Basin, the main food production area and the center of industry, commerce, technology and education in Ecuador, occupies a very important position in this country. By analyzing the principal problems in aspects of water resources, flood control, water quality and aquatic environment in the Guayas basin, this paper puts forward a series of structural and non-structural measures on water resources allocation, flood control, water resources protection as well as soil and water conservation, which are expected to effectively resolve the problems of drought, flood, water quality, soil and water loss etc. These measures can ensure smooth realization of the objectives in the Constitution and Plan Nacional del Buen Vivir (National Plan for Good Living), and would bring about huge social and economic benefits.
