Abstract: Traditional Earned Value Management (EVM) model does not include quantitative indexes that measure uncertainty factors such as quality and safety, therefore it is difficult to measure the impacts of such factors on the cost and progress of a project, making the traditional model ineffective and less applicable in project engineering. In order to tackle the problem, we took quality and safety factors into consideration. Based on traditional EVM model, we established an improved EVM model in which safety index is quantitatively evaluated, and quality index is also introduced into the model. As the evaluation indexes, the improved model can be used in analyzing the progress and cost control of a project, determining whether project progress and cost are influenced by these uncertainty factors. We also verified the feasibility of the improved model by deploying it into practice.
