摘要: PPP模式众多,只有挑选出最适合污水处理项目的模式,才能保障项目的顺利实施。首先,通过分析污水处理项目特点与PPP模式特征,初步筛选出可供选择的7种PPP模式;然后,从政府视角,建立项目特征、项目风险与收益、政府特征与合作环境、社会资本特征、权属关系5个方面较为全面的污水处理项目PPP模式选择指标体系,采用OWA算子赋权法计算指标权重,并引入灰靶决策理论,构建污水处理项目PPP模式选择模型,通过靶心度对每种PPP模式进行排序;最后,以咸阳市文化体育功能区污水处理项目为例进行验证。结果表明,该模型具有较强的可行性和指导性,可为污水处理PPP项目前期决策提供参考。

Abstract: Selecting the most suitable PPP mode can improve the success rate of the sewage treatment projects. Firstly, by analyzing the characteristics of sewage treatment projects and PPP mode, seven PPP modes were selected. Secondly, from view of the government, a comprehensive index system for PPP mode selection for sewage treatment project was established from five aspects of project features, project risks and benefits, the government and the cooperation environment, characteristics of social capital, ownership. OWA operator method was used to calculate the index weight, gray target decision theory was introduced to construct the PPP mode selection mode of the sewage treatment project. Seven modes were ranked by the bull's-eye degrees. Finally, a sewage treatment project in the cultural and sports functional area of Xianyang City was taken as an example for verification. The results show that the mode has strong feasibility and guidance, which can provide references for selection of PPP mode of sewage treatment projects.
