摘要: 为加快推进水生态文明建设,探索分区域水生态文明建设模式,基于滨江平原水网区特征,结合水生态文明的总体目标和建设理念,提出了“一高一低”水生态文明城市建设模式,形成了以打造“高生态功能、低环境影响”的滨江平原健康水网和现代化生态城市为核心,同时全面建立完善了相应的管理调控体系,社会经济系统与自然水生态系统和谐共赢的总体框架。将该模式应用于江苏省太仓市的水生态文明建设中,对应开展了长江沿线综合保护等十大行动,取得了良好的生态、社会和经济效益,值得在同类地区推广应用。

Abstract: In order to accelerate the water ecological civilization construction and explore the sub-regional water ecological civilization construction mode, based on the characteristics of the riverside plain river network areas, combined with the overall goals and construction concept of the water ecological civilization, the “One High, One Low” water ecological civilization urban construction mode was put forward. A general framework leading the socioeconomic system and the water ecosystem to achieve an all-win harmony situation was formed with "high ecological function and low environmental impact" as the core. In the framework, the corresponding management system was established. Then the mode was applied to the practice of water ecological civilization construction in Taicang City, Jiangsu Province. Ten actions, such as comprehensive protection along the Yangtze River, was carried out, and good ecological, social and economic benefits were obtained, which was worth popularizing and applying in similar areas.
