摘要: 开展河湖长制工作综合评估是推动河湖长制落地见效的重要措施,研究河湖长制工作评估指标与方法是开展科学、客观评估的必要前提。在梳理、分析国内外评估方法的基础上,研究提出了基于层次分析法和熵值法的河湖长制工作综合评估指标体系和方法,并以宁夏回族自治区隆德县为例进行了深入研究分析。研究结果表明:采用两种方法对全面推行河湖长制工作进行综合评估,指标数据容易获取,评估结果基本反映了工作实际情况。研究成果可为各地开展河湖长制工作综合评估提供参考。

Abstract: Carrying out comprehensive evaluation of the River and Lake Chief System(RLCS) is an important measure to promote the achievement of RLCS. Studying the evaluation indicators and methods of the RLCS work is the essential prerequisite for scientific and objective evaluation. Based on the analysis of domestic and foreign evaluation methods, in this paper, a comprehensive evaluation indicator system and method for RLCS work is proposed based on the Analytic Hierarchy Process(AHP) and the Entropy method, and the evaluation is investigated and analyzed in depth by taking Longde County in Ningxia Hui Autonomous Region as a case. The results show that the indicator data is easy to obtain, and the actual situation of RLCS is basically reflected by using the two methods to assess the RLCS work. The research results can provide an important reference for the comprehensive evaluation of the RLCS work in other areas.
