Abstract: The purpose of this paper is to identify the water resources management conflicts and their causes in cross-border river basins,which can provide a reference for sustainable utilization of water resources in river basins.Taking Poyang Lake Basin as the research object,we analyzed the characteristics of water resources management conflicts in Poyang Lake Basin.In addition,this paper expounded the causes and influence mechanism of water resources management conflicts,and put forward optimization countermeasures for water resources management conflicts.These countermeasures include:(1)making comprehensive planning of water resources in Poyang Lake Basin to improve the efficiency of water resources management;(2)improving water conservancy infrastructure to realize effective dispatch and supervision of water resources;(3)drawing up the balance sheet of water resources and constructing ecological compensation mechanism of the basin.Furthermore,the analysis of the conflict process of water resources management based on the perspective of cross-border basin can be a useful supplement to the study of integrated watershed management.
