基于递阶层次结构的水电工程移民工作难点研究

摘要: 水电移民工作是水电工程建设的关键制约因素,但对于移民工作具体难点和困难程度却一直缺少相对定量的研究。采用层次分析方法,通过递阶层次结构和分级指标刻画出水电移民工作难度多维的特点,初步探讨了移民工作各难度评价指标赋值时应考虑的因素,并以金沙水电站为例对所提方法的适用性进行了验证,得出以下结论:(1)水电移民工作难点主要体现在人地矛盾突出、时间跨度长、行政协调难度大和专业能力需求高4个方面;(2)建立的递阶层次结构模型可以直观地表述移民工作当中存在的问题和难点;(3)可以在递阶层次结构模型基础上尝试建立移民工作难点的评价指标体系。

Abstract: Resettlement work is a key constraint for many hydropower projects.However,few people carry out relatively quantitative study on the difficulty degree of resettlement work.This paper attempted to use the analytic hierarchy process(AHP)to describe the multi-dimensional characteristics of resettlement difficulty.The factors that should be taken into account in the quantitative evaluation of each index of resettlement difficulties were preliminarily discussed.Then,the proposed method was verified by practical projects.Three conclusions were obtained.(1)The resettlement difficulties were mainly reflected in the contradiction between human and land,long time span,difficult administrative coordination and demanding professional competence.(2) The hierarchical structure model can directly express the difficulties in the resettlement works.(3) The evaluation indexes system can be built on the base of hierarchical structure model.
