Risk regionalization for flood hazard in southern Shaanxi Province based on grey target model and GIS

摘要: 基于陕南地区28县区统计数据,应用熵权和灰靶评价模型方法,构建陕南地区暴雨洪涝灾害风险评价模型,结合GIS空间分析技术对陕南地区暴雨洪涝灾害风险进行了区划。结果表明:(1)陕南地区致灾因子风险性整体较高,10个县区为中等或以上风险等级,尤其是以中低山地形为主的柞水县、镇巴县和镇坪县风险最高;(2)承灾体暴露性以轻风险为主,规模以上工业产值高的城固县、人口密度大的汉台区风险较高;(3)孕灾环境高脆弱性区分布在汉滨区,其余县区脆弱性危险等级处于中等以下水平;(4)本区防灾减灾能力整体偏弱,经济发展较好的汉台区、汉滨区其防灾减灾能力等级为强和较强。综合风险区划结果显示,陕南地区暴雨洪涝风险等级较高,28个县区中处于中等及以上风险等级的县区有9个。

Abstract: Based on the statistical data of 28 counties in southern Shaanxi Province, the entropy weight method and grey target model were used to establish a risk assessment model of flood hazard.GIS spatial analysis technology was used to evaluate the spatial difference of flood hazard in southern Shaanxi province.The results showed that:(1) the southern Shaanxi Province as a whole was in high risk of flood hazard, and there were 10 counties belonging to the high/higher risk regions, especially the Zhashui county, Zhenba county and Zhenping county;(2) most of the region had low exposure of flood hazard-bearing body, but Chenggu county with developed economy and Hantai district with dense population had relatively strong disaster exposure;(3) the region with highly vulnerable hazard-formative environment was distributed in the Hanbin district, and other districts/counties were medium and low risk region;(4) the whole southern Shaanxi Province had poor/worse disaster prevention and reduction ability, only Hantai district and Hanbin district with developed economy were higher disaster prevention and reduction region.The comprehensive evaluation indicated that flood hazard risk in southern Shaanxi Province was relatively high, and 9 of the 28 counties were in the middle or higher risk level.
