基于水环境承载能力与压力的产业布局引导研究——以长江干流39个城市为例

摘要: 城市发展过程中,水环境承载压力必须耦合承载能力分析才能进一步量化未来产业的可发展空间。在梳理水资源承载力有关研究进展的基础上,综合考虑水环境承载能力及水环境承载压力协同机制,借助于水环境承载能力和水环境承载压力的二维象限解析,将长江干流39个城市划分为高能力高压力区、高能力低压力区、低能力高压力区和低能力低压力区等4种类型区,并据此提出了未来地区产业的调整方向。研究成果可为协调区域产业布局与水环境之间的关系、制定差别化产业准入政策提供参考。

Abstract: In the process of urban development, the carrying pressure of water environment must be coupled with the bearing capacity analysis to further quantify the development space of future industry.Based on reviewing research progress of the water environment carrying capacity, this paper comprehensively considers the synergistic mechanism of carrying capacity and pressure of water environment.Then we divides 39 cities along the Changjiang River for four zones by two-dimensional quadrant analysis, such as high-capacity high-pressure zone, high-capacity low-pressure zone, low-capacity high-pressure zone and low-capacity low-pressure zone, and proposes an industrial layout adjustment plan accordingly.The research results can provide a reference for coordinating the relationship between regional industrial layout and water environment to formulate differentiated industrial access policies.
