黄河夺淮对淮河中下游影响及防洪治理措施综述

摘要: 历史上黄河夺淮对淮河造成了重大影响,导致淮河中下游洪涝灾害频发,目前黄河虽已北归,但其带来的不利影响仍延续至今。阐述了黄河夺淮对淮河水系和洪泽湖演变的影响,回顾了1949年至今中国在淮河治理方面的成就,指出了淮河流域目前存在的洪涝问题,并对今后应采取的淮河治理措施进行了分析。结果表明:为了治理淮河的洪涝灾害,应当采取扩大中游河槽、开挖引河、河湖分离、建设入海水道二期工程等工程措施,同时应与非工程措施相结合,并综合考虑水资源、航运等影响,开展多目标的综合治理。

Abstract: It was a significant impact on the Huaihe River of the Yellow River intruding into the Huaihe River in history, which led to frequent flood-waterlogging disasters in the middle and lower reaches of the Huaihe River.Although the Yellow River had moved to the north, its adverse effects still continue up to now.This paper expounded the influence of the Yellow River intruding into the Huaihe River on the evolution of the Huaihe River system and Hongze Lake, and reviewed the achievements in the management of the Huaihe River over the past 70 years from 1949 in China.Current problems in flood-waterlogging disaster control of the Huaihe River were pointed out, and the future management measures of the Huaihe River were discussed, including the expansion of the channel in the middle reaches of the Huaihe River, the excavation of diversion channels, the separation of the Huaihe River and Hongze Lake, the construction of the second phase of the sea-entering channel project and so on.At the same time, it is advised that engineering and non-engineering measures should be combined, and comprehensively consider the impact of water resources and navigation, so as to carry out multi-objective comprehensive governance.
