Abstract: Non-agricultural employment is one of the important ways for rural resettled inhabitants of water conservancy projects to achieve prosperity. Therefore,a quantitative investigation on the impact of non-agricultural employment on resettled inhabitants' income increase will help the public to understand the policy of supporting resettled inhabitants' income increase. This paper used the survey data of rural resettled inhabitants in the Middle Route of South-to-North Water Diversion Project,and adopted quantile regression estimation to investigate the impact of non-agricultural employment on the income increase of rural resettled inhabitants and studied the factors that affect income increase. It was found that non-agricultural employment had a positive effect on the income increase of rural resettled inhabitants,especially for low-income groups,the effect of promoting their income increase was more obvious. The main factors affecting non-agricultural employment were land transfer,dependency ratio,medical and education expenditures,of which land transfer played a significant role in non-agricultural employment increase.Therefore,it was recommended to improve the land management rights transfer service system in the process of promoting non-agricultural employment and income increase of rural resettled inhabitants. In the process of implementing the rural revitalization strategy,it is necessary to actively expand the employment of migrant workers,broaden local and nearby employment channels to innovate the form of land transfer,promote the transfer and employment of rural labor actively to improve support policies and carry out vocational education and training.
