摘要: 湖泊是全球水文、营养和碳循环中至关重要的组成部分,对人类社会经济发展发挥了不可估量的生态服务功能作用。在全球气候变暖和人类活动加剧的趋势下,世界范围内的湖泊都经历了剧烈变化。其中,城市湖泊作为城市水文生态系统的重要组成部分,随着城市化进程不断加快和城市人口激增,为满足城市居民生产生活的需求,城市湖泊生态环境问题逐步凸显。通过分析中国城市湖泊面临的水污染情势严重、天然水文节律遭受破坏、水生态系统退化、湖泊开发与保护不协调等问题,遵循生态优先、绿色发展的原则,提出了构建"以流域统筹为前提、控源截污为核心、水陆修复为基础、活水畅流为辅助、长效修复为提升、智慧建管为保障"的综合技术体系,并提出了建立流域协同管理机制、深入贯彻落实长江保护法、加强湖泊科学研究等城市湖泊治理的保护策略。期望研究成果能为解决类似问题提供参考。

Abstract: Lakes play an important role in global hydrology, nutrient and carbon cycles, and play an inestimable ecological service function for human social and economic development. Under the trend of global warming and intensified human activities, lakes in the world have undergone drastic changes. Urban lake is an important part of urban hydrological ecosystem. With the acceleration of urbanization and the surge of urban population, in order to meet the needs of urban residents' production and living, the ecological environment problems of urban lakes have gradually become prominent. Firstly, we analyzed the problems in China's urban lakes, including the serious water pollution of urban lakes, the destruction of natural hydrological rhythm, the degradation of water ecosystem, and the disharmony between lake development and protection. Then, based on the principle of ecological priority and green development, we put forward a comprehensive technical system with ‘basic basin coordination as a prerequisite, source control and pollution interception as the core, water and land restoration as the foundation, smooth flow of water as the assistance, long-term repair for improvement, and smart construction and management as the guarantee’, and proposed several urban lake management and protection strategies, including the establishment of a coordinated watershed management mechanism, in-depth implementation of the Yangtze River Protection Law, and strengthening lake scientific research, which can provide reference for urban lake management.
