长江干流河道采砂规划实施情况评估——以《长江上游干流宜宾以下河道采砂规划(2015~2019年)》为例

摘要: 河道采砂规划是规范和指导河道采砂的重要依据。为了在践行长江大保护基础上,实现长江干流河道砂石资源的科学合理利用,必须严格落实河道采砂规划的实施和监督管理。为此,采用资料收集分析、现场调查、座谈交流等方法,对《长江上游干流宜宾以下河道采砂规划(2015~2019年)》实施情况进行了分析评估。在此基础上,详细掌握了规划期内具体许可及实施情况,总结了采砂规划实施和监管过程中取得的成效以及存在的问题和困难;并在研判长江上游干流河道采砂的特点、需求以及总结采砂规划实施和监管过程中的实践经验等基础上,提出了相应的对策及建议。研究成果可为长江乃至全国江、河、湖、库采砂规划的编制、实施以及监督管理提供借鉴与参考。

Abstract: River sand mining planning is an important basis for standardizing and guiding river sand mining. In order to realize the scientific and reasonable utilization of sand and gravel resources in the mainstream of Changjiang River under premise of practicing the grand protection of the Changjiang River, the supervision and management of river sand mining planning must be strictly implemented. Methods of data collection and analysis, on-site investigation, discussion forum, etc. were used to evaluate the progress of “Sand Mining Planning of Channels Below Yibin in Upper Mainstream of Changjiang River (2015~2019)”. The permits during the planning period, and achievements and problems during the implementation and supervision of sand mining planning were obtained. On the basis of studying the characteristics and needs of sand mining in the upper reaches of the Changjiang River and summarizing the practical experience in the implementation and supervision of sand mining planning, corresponding countermeasures and suggestions were put forward to provide reference for the preparation, implementation, supervision and management of sand mining planning for the Changjiang River and even the whole country.
