多目标生态水网构建与评价方法研究

摘要: 生态水网的构建与评价是涉及防洪、水资源、水生态、水环境等多因素的综合性问题,对更好协调各个因素之间的关系、提升生态水网的综合效益有重要意义。提出了一种生态水网构建的基本理念,聚焦于水位和流量两要素,优化了生态水网构建方式和调度规则,提取满足多目标需求的生态水网;利用ArcGIS、MIKE、MATLAB等工具建立了多目标生态水网的一维、二维耦合模型,实现了对防洪、供水、水环境治理的统一模拟;以层次分析法为基础,结合专家打分赋予权重方式,构建了一套生态水网的评价指标体系;最后,将研究成果运用于南京市高淳区固城湖水系生态水网。结果表明:相对于现状水网而言,构建的生态水网可通过对水位、流量的优化调控,在满足防洪安全的同时,提升水资源利用效益,改善水生态环境,研究提出的评价方法可靠。

Abstract: The construction and evaluation of ecological water network is a comprehensive problem involving many factors such as flood control, water resources utilization, water ecology and water environment. It is of great significance to better coordinate the relationship among all factors and improve the comprehensive benefits of ecological water network. This study puts forward a basic concept of ecological water network construction, that is to focus on the two elements of water level and flow, optimize the construction mode and scheduling rules of the ecological water network, and extract the ecological water network to meet the needs from multiple factors. Combined with ArcGIS, MIKE, Matlab, etc., a 1D-2D coupling model of multi-objective ecological water network was established, which realized the unified simulation of flood control, water supply and water environment management. Based on the analytic hierarchy process (AHP), an evaluation index system of ecological water network was constructed. Finally, the research results were applied to the ecological water network of Gucheng Lake in Gaochun County, Nanjing City. The results showed that compared with the current water network, the proposed ecological water network could not only meet the flood control safety, but also enhance the utilization efficiency of water resources and improve the water ecological environment by optimizing the regulation of water level and flow. The proposed evaluation method is reliable.
