中国和尼泊尔水库淹没区范围确定方法比较研究

摘要: 在水电工程建设中,水库淹没区范围的确定直接关系到工程的移民搬迁规模和投资建设成本。世界各国关于水库淹没区范围确定的方法各不相同,水电建设市场缺乏统一的国际规范和标准,严重制约着水电新能源发展。以尼泊尔水电站工程为研究背景,通过现场调研了解尼泊尔水库淹没区范围的确定方法,并与中国规范标准下的确定方法进行对比研究。研究结果表明:国内外不同规范标准下的设计成果具有显著差异,中国规范标准下水库淹没区范围确定的方法更加科学,规划设计成果也更为精确,有助于减少或规避实施过程中的风险。

Abstract: Reservoir submerged area is directly related to the immigration relocation scale and cost of a hydropower project. However, there are different methods calculating the reservoir submerged area around the world. The lacking of unified international specifications and standards restricts the development of new hydropower energy in international hydropower construction market. Based on the background of hydropower projects in Nepal, the determining method of reservoir submerged area was studied through field investigation, and we compared it with Chinese standard. It shows that there are significant differences on the design results by Chinese and Nepalese standard specifications. Chinese standard of calculating reservoir submerged area is more scientific and the design results are more accurate, which helps to reduce or avoid risks during implementation.
