Abstract: The planning for rural resettlement of water resources and hydropower projects mainly refers to the land use indicators of GB50188-2007 Town Planning Standards.However, due to large differences in attributes and functions between rural residential areas and urban areas, the land use standards are not fully applicable.This paper discusses the unsuitability of the town planning standard from the aspects of land quality and classification inadequacy, land ratio inadequacy, inconformity between the allocation standard of infrastructure and public service facilities and the development demand.Through sorting out the resettlement goals since the founding of P.R.China, the resettlement goals under the requirements of rural revitalization in the new era are clarified, and the resettlement goals of ‘increasing the income of immigrants, continuously improving the living standards of immigrants, and gradually reaching the average level of local rural areas' are decomposed into land use control indicators.By referring to the nine categories of land use index system of town planning standard and the classification of the three categories of land use indexes in villages, and combining the similarities and differences in the formation basis, attributes, morphological characteristics, construction subjects and planning and design basis of rural migrant concentrated settlements and natural villages, under the framework of the land spatial planning system, we put forward a land use classification which is suitable for the planning and design of rural migrant concentrated residential areas, and construct an index system of resettlement land.
