长江经济带工业绿色水资源效率评价及影响机制

摘要: 提高绿色水资源效率既是长江经济带水生态文明建设的关键内容,也是促进整个区域高质量发展的重要着力点。遵循绿色生态理念,引入考虑非期望产出的超效率SBM模型与地理加权回归模型,在综合评估2005~2019年长江经济带工业绿色水资源利用效率多维变化特点的基础上,进一步审视其时空分异特征及驱动机制,并根据各影响因素给出针对性建议。结果表明:考察期内长江经济带工业绿色水资源利用效率整体上“稳中提质”,但省际差异显著,同时长期来看尚具有一定趋同效应,并且会以3%的收敛速率达到区域平衡;区域内工业绿色水资源效率的宏观空间分布状态表现为下游>上游>中游,南北方向效率梯度差缩小显著,效率领先区对其他地区的辐射效应较为薄弱;区域内工业绿色水资源利用效率存在显著空间异质性影响机制特征,其中,工业化水平的驱动效果最强,但难以达到区域内的多数省市正向驱动,城市运转水平平均正向驱动覆盖面最广,人口素质水平驱动节水减排技术转化能力较为薄弱。研究成果可为提高长江经济带工业绿色水资源效率、实现区域水资源协同治理提供理论依据。

Abstract: Improving the efficiency of green water resources is not only the key content of the construction of water ecological civilization in the Changjaing River Economic Belt, but also an important focus to promote the high-quality development of the whole basin.Following the concept of green ecology, the super efficiency SBM model considering unexpected output and geographically weighted regression model were introduced.Based on the comprehensive evaluation of the multi-dimensional change characteristics of industrial green water resources utilization efficiency in the Changjiang River Economic Belt from 2005 to 2019,the temporal and spatial differentiation characteristics and driving mechanism were further examined, and specific suggestions were given according to the influencing factors.The results showed that during the investigation period, the utilization efficiency of industrial green water resources in the Changjaing River Economic Belt was ‘stable and improved',but the inter provincial difference was significant.At the same time, it still had a certain convergence effect in the long run, and would reach the basin balance at a convergence rate of 3%;The macro spatial distribution of industrial green water resources efficiency in the basin was ‘downstream>upstream>midstream',the efficiency gradient difference in the north-south direction was significantly reduced, and the radiation effect of the efficiency leading area on other areas was relatively weak; The utilization efficiency of industrial green water resources in the basin had significant spatial heterogeneity impact mechanism characteristics.Among them, the driving effect of industrialization level was the strongest, but most provinces and cities in the Changjiang River Economic Belt were difficult to achieve its positive driving.The average positive driving coverage of urban operation level was the widest, and the transformation ability of water-saving and emission reduction technology driven by population quality level was relatively weak.The research results can provide theoretical basis for improving the efficiency of industrial green water resources in the Changjiang River Economic Belt and realizing regional collaborative water resources management.
