西北干旱区乡镇水资源承载力评价体系构建

摘要: 中国西北干旱区乡镇水资源短缺等问题日益严峻,水资源承载力已成为制约该区域社会经济可持续发展的重要因素。将综合评价指标体系和计算模型相结合,构建了西北干旱区乡镇水资源承载力评价体系,并以甘肃黄花滩生态移民区为例,对2020年水资源承载力进行评价。结果表明:2020年黄花滩生态移民区属于水资源短缺地区,水资源的承载能力已接近支持当地经济发展的边缘,且支撑的人口规模已达到饱和状态。经济、社会发展对水资源承载压力较大,水资源承载力已轻度超载。基于评价结果,提出了提升黄花滩生态移民区水资源承载力的建议:采取高效率的输水方式、政府加强对区域水资源的管理与调控、促进产业结构优化升级等。研究成果可为西北干旱区乡镇水资源的优化利用和可持续发展政策的制定提供参考。

Abstract: The shortage of water resources in villages and towns in the arid region of Northwest China has become increasingly serious, and the carrying capacity of water resources has become an important factor restricting the sustainable development of the region's social economy.The comprehensive evaluation index system and calculation model were combined to build an evaluation system of township water resources carrying capacity in arid region of Northwest China.Taking Huanghuatan Ecological Resettlement Area as an example, the water resources carrying capacity in 2020 was evaluated.The results show that Huanghuatan Ecological Resettlement Area is a water resource shortage area.The carrying capacity of water resources is close to the edge of sustainably supporting local economic development, and the population has reached saturation.The economic and social development has a great pressure on the carrying capacity of water resources, and the carrying capacity of water resources has been slightly overloaded.Based on the evaluation results, we discuss how to improve the water resource carrying capacity of Huanghuatan Ecological Resettlement Area in the future, such as adopting efficient water conveyance methods, strengthening the government's management and regulation of regional water resources, and promoting the optimization and upgrading of industrial structure.The research result can provide reference for the optimal utilization of township water resources and the formulation of sustainable development policies in arid region of Northwest China.
