摘要: 为顺利推进新阶段水能资源开发与合理利用,分析了现阶段水能资源利用现状,以及风光新能源大幅并网运行后面临的机遇与挑战;以长江流域为研究对象,结合流域内典型案例,论证提出了拓展水能资源合理利用的改造增容、电站扩机及水库群优化调度等路径,从政策支持、电价形成机制、流域水风光联合调度与管理角度提出了有关建议。结果表明:(1)对存量常规水电机组进行增容改造无明显制约因素,具备广阔前景;(2)电站扩机符合能源绿色转型要求,在提升水电站电量容量效益、增强电站机组运行灵活性等方面作用显著;(3)水库群优化调度既可充分发挥水利水电工程自身综合效益,亦可结合水风光储一体化调度进一步释放常规水电的调节性能。

Abstract: To promote the development and rational utilization of hydropower resources in China in the new stage, the current utilization situations of hydropower resources, and the opportunities and challenges after the wind-solar energy connected to the power grid are analyzed.Subsequently, taking the Changjiang River Basin as the research object and selecting some typical cases in the basin, we put forward some ways to expand the rational utilization of hydropower resources, such as increasing capacity, expanding turbine number and conducting optimal dispatching among reservoirs.Relevant suggestions are put forward from the perspectives of policy support, electricity price formation mechanism, joint dispatch and management among hydro-wind-solar power.Results showed that:(1) There are no obvious constraints on increasing the capacity of existing hydropower units, which has a broad prospect.(2) Expanding turbine numbers meets the requirements of green energy transformation, and plays a significant role in improving the energy and capacity benefit of hydropower stations, and enhancing the operational flexibility of units.(3) Conducting optimal operation of hydropower can not only give a full play to the comprehensive benefits of hydropower projects themselves, but also further release their regulatory performance by the joint dispatching among hydro-wind-solar power.
