金沙江下游梯级水库消落期末水位上浮策略研究

摘要: 消落期末运行水位上浮是水库增加发电量、减少弃水量、提升综合效益的有效方式,但运行水位上浮应科学协调防洪与兴利的关系。以金沙江下游梯级水库(乌东德、白鹤滩、溪洛渡和向家坝梯级水库)为研究对象,在概括分析消落期末流域不同河段洪水特性的基础上,明确了金下梯级水库为不同河段的防洪库容预留需求和消落期末运行水位上浮的研究思路;基于典型洪水特性分析和梯级水库整体运用策略,提出了消落期末运行水位上浮条件和运用方式,讨论了潜在的防洪风险及应对措施。研究结果表明:消落期末,当金下梯级水库不需要防洪调度、城陵矶莲花塘站水位和洞庭湖四水合成流量满足一定条件时,梯级水库整体可按照汛限水位以上不超过 10.55 亿 m³ 库容上浮运用,且推荐上浮库容优先分配至溪洛渡水库,在保证防洪安全的前提下,可有效提高梯级水库的综合效益

Abstract: The floating-up of the operating water level at the end of the drawdown period is an effective way for reservoirs to increase power generation, reduce water discharge, and improve comprehensive benefits. However, the floating-up of the operating water level should be scientifically coordinated with the relationship between flood control and water resources utilization. Taking the cascade reservoirs in the lower reaches of the Jinsha River (Wudongde, Baihetan, Xiluodu, and Xiangjiaba cascade reservoirs) as the research object, based on a comprehensive analysis of the flood characteristics of different river sections at the end of the drawdown period, the requirements for reserving flood control storage capacity for different river sections by the cascade reservoirs in the lower reaches of the Jinsha River and the research ideas for floating up the operating water level at the end of the drawdown period are clarified. Based on the analysis of typical flood characteristics and the overall operation strategy of the cascade reservoirs, the conditions and operation methods for floating up the operating water level at the end of the drawdown period are proposed, and the potential flood control risks and countermeasures are discussed. The research results show that at the end of the drawdown period, when the cascade reservoirs in the lower reaches of the Jinsha River do not need flood control operation, and the water level at the Lianhuatang Station in Chenglingji and the combined flow of the four rivers in Dongting Lake meet certain conditions, the cascade reservoirs as a whole can be operated with a floating-up capacity of no more than 1.055 billion m³ above the flood limit water level. It is recommended that the floating-up storage capacity be preferentially allocated to the Xiluodu Reservoir. On the premise of ensuring flood control safety, the comprehensive benefits of the cascade reservoirs can be effectively improved.
