数字孪生流域框架下涉河建设项目合规性研判模型

摘要: 为解决各级涉河建设项目审查工作中人工研判的耗时与易错问题,通过剖析涉河建设项目审批的核心需求,提出了数字孪生流域框架下的水行政许可智能化审批一体化理论模型。在该模型中,建立了以虚映实的涉河建设项目管理数据体系和 5 级上图标准,以虚拟地物形式将拟建项目精准映射至数字孪生场景,从而构建了领域知识驱动的合规研判模型。将该研判模型应用到数字孪生长江建设中,并在长江流域涉河建设项目审批工作中得到广泛应用。应用结果表明:模型给出的研判结果与实际情况相符,且识别出了传统人工研判中的盲区。研究成果可在各级涉河建设项目审批中推广应用,并可为其他领域类似的复杂审批工作提供理论参考和实践范例

Abstract: In order to solve time - consuming and error - prone problems of manual judgment in the administrative approval work of river related construction projects at all levels, by analyzing the requirements of river related construction project approval, an integrated theoretical model of intelligent approval of water administrative licensing under the framework of digital twin basin was proposed. In this model, a river related construction project management data system and a five - level modeling standard were established to accurately map the proposed project to the digital twin scene in the form of virtual ground objects. Thus a regulatory compliance judgment model driven by domain knowledge was constructed. This model has been applied in the construction of digital twin of Changjiang River, and has been used in the approval of river related construction projects in the Changjiang River Basin. The results show that the intelligent judgement results are consistent with the actual situation, and blind spot problems in the traditional artificial mode can be identified by this model. This method has successfully supported hundreds of project approvals, and can provide theoretical reference and practical examples for similar complex approval works in other fields.
