秦淮东河工程防洪调度方案研究

摘要: 秦淮东河工程是秦淮河流域下游新开的分洪道工程,该工程将有效缓解秦淮河流域行洪出路不足的问题。在研究过程中,采用MIKE11软件,搭建了秦淮河流域及秦淮东河水文水动力耦合模型,借助于该模型,对雨前预降、武定门闸控泄以及东河单线行洪等工程调度方案的合理性及防洪效益进行了定量分析。分析结果表明:雨前预降对流域防洪效益较小;武定门闸控泄需兼顾到对上下游的合理调度;在流域降雨较小时,东河单线行洪方案具有可行性。

Abstract: The East Qinhuai River is a new floodway built at the lower reaches of the Qinhuai River basin, which helps tackle the peak flood discharge problem of the Qinhuai River. We established a coupled hydrology-hydrodynamics model of the Qinhuai River basin and the East Qinhuai River using MIKE11 software, and then conducted a quantitative analysis on the feasibility and flood control benefit of the engineering dispatching solutions, such as lowering water levels prior to rainfall, control of Wudingmen sluice gate and single-way flood discharge by the East Qinhuai river project. The results showed that lowering the water levels prior to rainfall has little effects on flood control; when operation of Wudingmen sluice gate should take into account the upstream and downstream flood discharge; single-way flood discharge scheme by the East Qinhuai River is effect for low rainfall in the basin.
