乌江流域梯级水库洪水调度预报模式

摘要: 如何提高受梯级水库影响的库区站水位预报精度,是当前流域防汛急需解决的问题。以乌江中下游梯级水库洪水预报调度为例,通过建立水利部门、电力调度企业、发电企业和水文部门四方合作关系,形成了“预报-调度-预报”的调度预报新模式。该模式根据“预报-调度-预报”循环滚动的特征进行实时校正,若预报误差较小,利用预留的防洪库容基本可消除预报误差影响;若预报误差较大,在利用防洪库容减轻误差影响的基础上,还应及时修正区间洪水预报,调整关联水库的调度方案,并在此基础上重新修正相关站点的洪水预报。“预报-调度-预报”模式的应用很好地提高了乌江流域主要水文站的洪水预报精度,延长了预见期,可为流域防汛提供强有力的技术支撑。

Abstract: At present,the urgent problem of the river basin flood control is how to improve the water level prediction accuracy that affected by cascade reservoirs.This article was based on the flood forecasting and dispatching of cascade reservoirs in the middle and lower reaches of Wujiang River Basin.The new model of forecasting-dispatching-forecasting was proposed,which considered the cooperation among the water administration authorities,power dispatching enterprises,power generation enterprises and hydrology survey departments.This new model follows a cyclic pattern with “forecasting-dispatching-forecasting”,so it can be corrected in real time.If the prediction error is small,the effect of the prediction error can be eliminated by reserved flood storage capacity.If the forecast error is large,on the basis of reserved flood storage capacity,the interval flood forecasting should be timely revised and the operation schemes of related reservoirs should be adjusted.Besides,the flood forecasting of related stations should be revised.The application of the new model could prolong the flood forecast period and improve the flood forecasting accuracy of the main hydrological stations in the Wujiang River Basin,which could provide strong technical support for river basin flood control.
