中国抽水蓄能站点资源评价与分布特点

摘要: 资源评价是资源开发的重要基础。为了对中国抽水蓄能站点资源禀赋进行量化评价,揭示抽水蓄能站点资源分布规律,采用统计分析方法,基于 452 个抽水蓄能项目数据,从地理分区和行政分区两个维度,以单位千瓦静态投资为指标,提出了抽水蓄能站点资源禀赋分区分级量化评价方法,对站点资源禀赋进行量化评价。研究发现:一方面抽水蓄能资源禀赋与地形、地质和水源条件高度相关;另一方面以地级行政区为颗粒度对抽水蓄能资源进行分区评价,在数据方面具有代表性,在操作方面具备可行性。研究结果分级量化评价了不同区域的抽水蓄能站点资源禀赋,可用于分类指导抽水蓄能电站的选址和开发。评价方法及其成果对支撑建立健全抽水蓄能标杆容量电价,助力进一步完善两部制电价机制,促进行业降本增效,助力电力系统的绿色低碳转型和 “双碳” 目标的实现具有重要意义。

Abstract: Resource evaluation is an important basis for resource development. In order to quantitatively evaluate the resource endowment of pumped - storage sites in China and reveal the distribution law of pumped - storage site resources, a statistical analysis method was used. Based on the data of 452 pumped - storage projects, a quantitative evaluation method for the zoning and classification of pumped - storage site resource endowments was proposed from two dimensions: geographical zoning and administrative zoning, with the static investment per kilowatt as the index, to quantitatively evaluate the site resource endowments. The research found that, on the one hand, the resource endowment of pumped - storage is highly related to topographic, geological and water source conditions; on the other hand, zoning evaluation of pumped - storage resources with the prefecture - level administrative region as the granularity is representative in terms of data and feasible in terms of operation. The research results quantitatively evaluate the resource endowments of pumped - storage sites in different regions, which can be used to classify and guide the site selection and development of pumped - storage power stations. The evaluation method and its results are of great significance for supporting the establishment and improvement of the benchmark capacity electricity price of pumped - storage, helping to further improve the two - part electricity price mechanism, promoting cost reduction and efficiency increase in the industry, facilitating the green and low - carbon transformation of the power system, and achieving the "double carbon" goal.
