摘要: 近年来水电站坝(闸)下河道减脱水现象备受关注,保障河道生态流量是预防和减缓河道减脱水、最大限度实现河流生态自然修复的根本性措施。然而,现阶段河流生态流量的确定仍存在一些有待改进的问题,主要体现在生态流量的概念不清、计算断面和计算方法选取不当,导致部分河段生态流量不达标或过大而无法执行。从生态流量的概念出发,系统地分析了水电站生态流量的构成要素、核定程序、核定断面选择、计算方法选取等技术要求,提出了生态流量核定的技术要点以及注意事项。

Abstract: In recent years,the phenomenon of dehydration reduction caused by hydropower stations has attracted much attention.To ensure the ecological flow is the fundamental measure to prevent and mitigate the river dehydration and to maximize the natural restoration of river ecology.However,there are still some problems to be improved in the determination of river ecological flow,including the unclear concept of ecological flow,improper selection of calculation river section and calculation method,which resulted in unreasonable ecological flow at some river sections.This paper discussed the concept of ecological flow,systematically analyzed and put forward the technical requirements of the ecological flow of hydropower station,such as the constituent elements,verification procedure,verification section selection,calculation method selection,etc.,and put forward technical key points and precautions instructions for the verification of ecological flow.
