摘要: 水资源利用的可持续性不仅有利于社会经济可持续发展,也有利于保障生态环境健康。为此,构建了全国七大流域(长江流域、黄河流域、珠江流域、海河流域、淮河流域、松花江流域和太湖流域)用水效率的DEA-Malmquist评价模型,并从静态和动态的角度对2008~2017年全国七大流域的用水效率进行了详细地评价分析。分析结果表明:(1)全国七大流域整体用水综合效率比较高,从分流域来看,水资源利用效率出现了明显的流域差异,其中淮河流域最高,而长江流域最低。(2)全国七大流域用水效率的增长主要受技术进步、规模效率和纯技术效率的负相关影响,其中规模效率对用水效率的制约作用最明显。研究成果对节水型社会的建设和水资源利用可持续性目标的实现具有指导意义。

Abstract: The sustainability of water resource utilization is not only conducive to sustainable social and economic development,but also conducive to protection of ecological environment health.In this paper,we constructed a DEA-Malmquist evaluation model of water resource utilization efficiency,and apply it to analyze water use efficiency of seven major basins(Yangtze River basin,Yellow River basin,Pearl River basin,Haihe River basin,Huaihe River basin,Songhuajiang River basin and Taihu Lake basin)from static and dynamic perspectives in China from 2008 to 2017.The results showed that:(1) The overall water use efficiency of the seven basins in China was relatively high.There were obvious differences of water use efficiency between basins(highest in Haihe River basin and lowest in Yangtze River basin).(2) Technological progress,scale efficiency and pure technology efficiency had negative effect on the water use efficiency increase of the seven basins in China,and the scale efficiency had the most obvious restrain on water use efficiency.The research could provide reference for water-saving society establishment and sustainable water resource use.
