双控目标下工业集聚对水资源消耗的驱动研究——基于长江经济带面板数据的实证检验

摘要: 开展工业集聚对水资源消耗影响的研究,对实现长江经济带“双控”目标具有重要的意义。为此,选取了2000~2017年长江经济带省际面板数据,依据环境库兹涅兹曲线假说,采用变截距固定效应面板模型来实证分析长江经济带工业集聚与工业水资源消耗、生活用水的非线性关系。结果表明:(1)研究期内,长江经济带工业集聚水平经历了先上升后下降的过程,而且该区域内工业集聚和水资源消耗水平存在着显著的空间异质性;(2)工业集聚会显著提高工业用水总量,但随着工业集聚水平的提升,其与工业用水强度之间的关系将呈现出倒“U”型曲线;(3)研究期内的工业集聚与生活用水总量也符合环境库兹涅茨曲线假说。针对研究结果,为了长江经济带水资源经济绿色、协调发展,从调整工业集疏、提升工业集聚质量效应、加快产城融合等方面,提出了相关对策和建议。

Abstract: Exploring the effect of industrial agglomeration on water resource consumption is of great significance to achieving the goal of "double control" in the Yangtze River Economic Belt.Inter-provincial panel data of Yangtze River Economic Belt from 2000 to 2017 was selected in this paper,and on the basis of the environmental Kuznets curve hypothesis,the static variable-intercept fixed-effect panel model was used to empirically analyze the nonlinear relationship between industrial water resource consumption,domestic water consumption and industrial agglomeration in the Yangtze River Economic Belt.The results indicate that:(1)the industrial agglomeration level of the Yangtze River Economic Belt displayed a process of rising and then decreasing during the study period,and there was significant spatial heterogeneity in the industrial agglomeration and water consumption levels in the region;(2)the industrial agglomeration can significantly improve the total amount of industrial water,but as the level of it rises,its relationship with industrial water intensity will show an inverted "U" curve;(3)the industrial agglomeration and total domestic water consumption also conform to the environmental Kuznets hypothesis.According to the results,relevant countermeasures and suggestions for the green and coordinated development of water resources in the Yangtze River Economic Belt were proposed,such as adjusting industrial concentration,improving the quality effect of industrial agglomeration and accelerating the integration of production cities.
