Monitoring, forecasting and early warning for basin-wide flood in Yangtze River in 2020

摘要: 2020年长江发生了流域性大洪水,得益于水文监测、预报预警技术体系的创新发展,长江水利委员会(简称“长江委”)水文局扎实开展汛前技术准备,科学实施水文测报预警,有效支撑了长江流域防汛工作。重点介绍了长江水文测验管理服务体系、技术支撑体系及质量控制体系等长江水文监测创新技术,还介绍了不同时间尺度的水文气象无缝耦合渐进式预报分析技术及预报调度一体化技术。并结合2020年流域性大洪水实践,分析总结了水文测验、水文预报、预警发布在长江流域防汛工作中所取得的成效及不足,展望了未来的发展方向和研究重点,以期进一步提升长江水文监测预报预警能力。

Abstract: In 2020, a basin-wide flood occurred in the Yangtze River. Benefiting from the innovation and development in hydrological monitoring, forecasting and warning technology system, Bureau of Hydrology(BOH), Changjiang Water Resources Commission made solid technical preparations before flood season and scientifically implemented hydrological forecasting and early warning during flood season, which effectively supported the flood control work. This paper mainly introduces hydrological monitoring innovation technology, such as management service system, technical support system and quality control system of hydrometry, as well as the hydrological and meteorological seamless coupling progressive forecast analysis technology, forecast and operation integration technology. Combined with the monitoring and forecasting and early warning practice in Changjiang River Flood in 2020, achievements and deficiencies in the flood control work were summarized and analyzed. The future development direction and research focus were then proposed in order to improve the ability of hydrological monitoring, forecasting and early warning of the Yangtze River.
