摘要: 江淮丘陵区由于特殊的气候、地形和水文地质条件,水资源供给不足,干旱灾害频发,因此,有必要探讨解决该区干旱成灾的措施。通过对江淮丘陵区气候、地形地貌、地质、土壤、水利工程、社会经济及人类活动等方面的剖析,探讨了该区干旱缺水的原因。在此基础上,提出了相应的工程措施和非工程措施,在工程措施方面,要加大水利基础设施投入,不断提高水利工程的蓄水、供水能力;在非工程措施方面,要重视种植结构调整,因地制宜地推进中低产田土壤改良工作,不断增强土壤蓄水保墒能力,努力发展节水高效型农业,不断提高该区抗旱减灾能力。

Abstract:

Due to the special climate, topography and hydrogeological conditions of Jianghuai hilly area, the insufficient water supply and the drought disasters occur frequently. Therefore, it is necessary to explore countermeasures to the drought disasters. The causes for drought and water shortage are discussed through analyzing the climate, topography, geology, soil, water conservancy project, social economy and human activities. The corresponding engineering measures and non-engineering measures were proposed. As the engineering measures, the investment in water conservancy infrastructure needs to be increased to improve the water storage-supply capacity of water conservancy project. As non-engineering measures, the planting structure should be adjusted, and the low yield soil should be improved according to situation, so as to enhance the soil water conservation ability, develop the water-saving and efficient agriculture and improve the capacity of drought resistance constantly.
