滇池-德泽水库引提调水工程联合调度研究

摘要: 云南省为保证滇池-德泽水库引提调水工程顺利运行,依据相关保护条例、管理办法,确定了联合调度基本原则。通过编制滇池-德泽水库引提调水近期及年度联合调度方案,建立了运行调度管理体制机制。联合调度方案的实施对保证德泽水库提水补充滇池,解决滇池水资源短缺、水环境恶化问题起到了重要作用。工程自建成运行至今已累计向滇池补水15.78亿m3,使滇池外海水质好转趋势明显,主要污染因子呈下降趋势,达到了预期效果。所制订的联合调度方案对国内跨流域调水工程的调度管理具有一定的参考价值和指导意义。

Abstract: To ensure the smooth operation of Deze Reservoir to Dianchi Lake water diversion project, according to the related protection regulations, management measures, the co-operation principle was put forward. The operation and regulation system and mechanism were set based on comparing the near future and annual co-regulation plan of Deze Reservoir to Dianchi Lake water diversion project. The implement of the co-regulation plan played an important role in mitigating water resources shortage, water environment worsening problem through water diversion from Deze Reservoir to Dianchi Lake. As of the present, the total water supply has reached 1.578 billion m3, which obviously improved the water quality of the major sub-lake (Waihai lake) of Dianchi Lake and the main pollution factors poses a decline tendency, reaching the expected effect. The prepared co-regulation plan has some reference value and guiding significance.
