陕西省水资源生态足迹及其可持续利用分析

摘要: 对水资源账户及其开发利用进行深入探讨,可为地区社会经济的可持续发展提供理论依据和智力支持。利用陕西省2000~2017年的水资源、经济和人口等数据,基于水资源生态足迹模型,对陕西省水资源的可持续利用进行了分析研究。研究结果表明:(1) 2000~2017年间,陕西省的水资源生态足迹呈缓慢上升趋势,以人均耕地用水生态足迹为主,且近些年有降低的趋势;而工业、生活、林牧渔业和城镇公共与生态环境的人均用水生态足迹均成稳定的增加趋势。(2)陕南、陕北和关中地区的水资源生态足迹和生态承载力具有较大差异,其中,陕南地区一直处于水资源生态盈余状态,而陕北和关中地区均处于水资源生态亏缺状态;近10 a来,各区域的水资源利用均达到了较高效益,万元GDP水资源生态足迹大小依次为陕南>关中>陕北;关中和陕北的水资源负载指数远超过10.0,陕南仅为1.6,陕南具有较大的水资源开发潜力,而关中和陕北需要调用外来水资源才可以维持可持续发展。(3)降水是陕西省水资源的主要来源,应充分认识各区域水资源分布的现状,改善经济结构,利用现代化技术,持续高效地开发利用水资源,这样才能有利于陕西省社会经济的持续发展。

Abstract: An in-depth study on water resources account and its development and utilization can provide theoretical basis and intellectual support for the regional social economy sustainable development.Based on the data of water resources, economy and population of Shaanxi Province from 2000 to 2017,the sustainable utilization of water resources was analyzed and studied by using the ecological footprint model of water resources.The results showed that from 2000 to 2017,the water resources ecological footprint in Shaanxi Province showed a slow rising trend.The cultivated land ecological footprint of water resources per capita was the mainly part and had a decreasing trend in recent years, while the ecological footprint of water resources per capita in industry, life, forestry, animal husbandry and fishery, urban public and ecological environment showed a stable increasing trend.The ecological footprint and ecological carrying capacity of water resources were quite different in the southern of Shaanxi, the northern of Shaanxi and Central Shaanxi.Among them, water resources state in the southern of Shaanxi was always the ecological surplus, while that in the northern of Shaanxi and Central Shaanxi were ecological deficit.In recent ten years, the utilization of water resources in each region has achieved relatively high efficiency.The rank order of water resources ecological footprint per GDP of ten thousand yuan is the southern of Shaanxi > Central Shaanxi > the northern of Shaanxi.The water resource load index of Central Shaanxi and the northern of Shaanxi is far more than 10.0,while that of the southern of Shaanxi is only 1.6,so the southern of Shaanxi has great potential for water resources development, and the Central Shaanxi and northern of Shaanxi need to invoke external water resources to maintain sustainable development.Precipitation is the main source of water resources in Shaanxi Province, so it is necessary to fully understand the distribution of water resources in various regions.Through improving economic structure and utilizing modern technology, water resources was developed and utilized continuously and efficiently, so as to benefit the sustainable development of social economy in Shaanxi Province.
