Abstract: To scientifically evaluate the implementation effectiveness of the grass-roots river chief system，improve the efficiency of grass-roots river and lake management in the new development stage，and establish and improve long-term management and protection mechanism of small and medium-sized rivers，15 indicators are selected to construct an evaluation index system from seven aspects：water resources protection，river and lake shoreline management and protection，water pollution prevention and control，water environment control，water ecological restoration，law enforcement supervision and public.Combined with analytic hierarchy process （AHP） and expert scoring method，the index weights of rivers belonging to mountainous and plain areas are put forward，a fuzzy comprehensive evaluation method is constructed to evaluate the implementation effectiveness of the river chief system in Shuangxi Town，Jingan County，a typical mountain area，and Zhangjiashan Street of Zhangshu City，a typical plain area of Jiangxi Province.The results show that the evaluation results of the two places in 2015，2018 and 2021 are ‘medium’，‘good’ and ‘good’，the implementation of the river chief system has achieved remarkable results.The evaluation index of Shuangxi Town is 0.74，0.82 and 0.85，and that of Zhangjiashan Street is 0.66，0.81 and 0.83，the latter increase is more.Both places should pay special attention to water pollution prevention and control in future river and lake governance.
