溪洛渡、向家坝水库汛期运行水位上浮空间研究

摘要: 溪洛渡、向家坝梯级是治理和开发利用金沙江水资源的骨干工程之一,但是,由于汛期溪洛渡水库低水位机组出力受阻、汛末与其他梯级水资源需求间的矛盾,其汛期综合效益尚未得到充分发挥。对此,对历史长系列实际洪水进行调度研究,探究溪洛渡、向家坝汛期运行水位上浮运用条件及可行空间。在确保枢纽防洪安全、保证河道下游防洪安全、保障流域防洪安全的前提下,合理协调区域和流域防洪需求,提出了充分挖掘溪洛渡、向家坝梯级水量调节潜力的运行方式。研究结果表明,溪洛渡、向家坝梯级可采取预报和预泄运行方式。研究结果可为溪洛渡、向家坝梯级汛期防洪及洪水资源利用的安全运行提供技术参考。

Abstract: Xiluodo-Xiangjiaba Cascade is one of the backbone projects to harness the Changjiang River and develop and utilize its water resources. However, due to the low water level operation of Xiluodu Hydropower Project in flood season and the contradiction of water impoundment demand between Xiluodu and other cascades at the end of flood season, the comprehensive benefit of Xiluodu Hydropower Project in flood season has not been fully brought into play. Through analysis on history flood data, this paper analyzes that (1)the condition of operational water level rising and the possible rising space under the premise of ensuring flood control safety of the complex project and the downstream river channel;(2) the pre-discharge operation mode of the cascade reservoirs based on hydrological forecast, which is to fully use the flood regulation capacity of the cascade reservoirs with overall coordination of regional flood control demand, project safety and Changjiang River basin. The research results can provide technical reference for the flood control safe operation and flood resources utilization of Xiluodo-Xiangjiaba cascades in flood season.
