Abstract: The “Belt and Road” Initiative provides a broad opportunity for China's water conservancy and hydropower to “going out”. This paper analyzes the opportunities and challenges faced by China's water conservancy and hydropower “going out” under the “Belt and Road” Initiative. Through the comparative analysis on the key nation governance indicators along the “Belt and Road” countries, the following countermeasures are put forward: country classification judgement and law compliance; making big cake and financing innovation; interests coordination and risk sharing. In the process of “going out”, Chinese water conservancy and hydropower enterprises should take “mutual benefit and win-win” as the purpose, globally optimize the intensive allocation of resources, and promote the “Water Resources Destiny Community” construction with organic linkage of obligation and profit.
