摘要: “海绵城市”是目前我国力推以解决城市内涝、雨洪管理难题的新建设模式,但是其实际建设效果并不十分理想,尤其是城市建成区的海绵化改造,存在着不少问题,诸如对问题缺乏系统考虑、重工程设计轻景观改造提升、施工与设计配合不够紧密等。通过对我国城市建成区海绵城市建设现状及存在的问题进行分析,结合海绵城市建设实践,有针对性地提出了解决措施,即用系统理论统领全局,从区域、流域角度来规划设计海绵城市建设,综合考虑水质、水量问题,将景观设计融入历史文化,以保障城市建成区海绵城市建设的持续推进,发挥其生态效益、经济效益及社会效益。

Abstract: Sponge city, a new construction mode, has been highly recommended for solving problems of urban waterlogging and storm-water management in China. However, the practice effect has not been quite satisfactory, especially in urban built-up areas. There are still many problems such as lack of system thinking, too much emphasis on engineering design and neglecting landscape reconstruction, construction not being in conformity with the design. This paper analyzed the present situation and existing problems of sponge city construction in urban built-up areas in China. And specific measures based on the practical situation of sponge city were proposed, i.e., using the system theory to command the overall situation, planning and designing the sponge city from regional and watershed perspective, comprehensively considering water quality and water quantity and integrating historical culture with the landscape design. These measures will continue to promote sponge city construction in urban built-up areas and contribute to the development of ecology, economy and society.
