国内外海绵城市建设经验及研究成果浅谈

摘要: 介绍了美国、德国、新西兰等国家城市雨洪管理研究进展、雨洪管理相关法律保障体系及工程建设成效,分析了我国海绵城市建设背景、现状及建议成果。经过对国内外海绵城市建设成效的对比分析,对我国海绵城市建设提出了如下意见和建议,即海绵城市建设在核心技术方面需结合城市特点汲取西方发达国家的先进技术和管理体系;应制定相关法律法规、技术规程,建立制度保障体系和技术体系;加强部门之间的联动作用,落实海绵城市建设的目标责任制以及加强对城市水科学方面的研究,加强科技创新,以为海绵城市建设提供科技支撑和技术保障。

Abstract: Stormwater management progresses, relating legal guarantee systems and engineering construction achievements in cities of the U.S., Germany and New Zealand are introduced. Construction background of sponge cities as well as construction achievements in China are analyzed. Through comparative analysis, the following comments and suggestions are given on how to construct sponge cities in China. Characteristics of local conditions and advanced technologies and management systems in developed countries should be incorporated when considering the constructions of sponge cities in China. Laws and regulations as well as technical regulations should be formulated; institution ensuring system along with technical system should be established. Strengthening the linkage mechanism among various departments and implementing the target-oriented responsibility system were also put forward. Furthermore, the study on urban water science and scientific innovation should be enhanced to provide technical support and guarantee for the construction of sponge cities.
