摘要: 水资源的可持续利用和经济社会的可持续发展是人类发展的共同目标。基于AHP-模糊综合评价模型,构建了水资源综合利用评价体系。从资源、社会、经济、生态、科技5个维度对江西省的水资源利用情况进行了综合评价。评价结果表明:2006~2017年间,江西省水资源综合利用能力整体处于良好状态,并呈逐年上升的趋势,反映出该区域的水资源可持续性在逐步增强;分项评价结果中,资源条件呈先下降后上升的趋势,社会发展整体呈波动状态,经济系统呈上升趋势,生态环境整体呈下降趋势,科技水平整体呈先上升后稳定的状态。基于评价结果,提出了水资源综合利用的相应建议,以期为合理开发利用水资源、提高用水效益提供参考,推动社会的可持续发展。

Abstract: The sustainable utilization of water resources and social economy sustainable development are the common goals of mankind. This paper established comprehensive evaluation system of water resource using the analytic hierarchy process coupling with fuzzy comprehensive evaluation model, and realized comprehensive evaluation on utilization of water resource in Jiangxi Province from five aspects, namely resources, society, economy, ecology and science. The evaluation results showed that the capacity of water resource comprehensive utilization in Jiangxi Province is good from 2006 to 2017 with an increasing trend, indicating that the sustainability of water resource in Jiangxi Province is gradually increasing. The sub-item evaluation results showed that the trend of resource condition firstly decreases and then increases; The social development is fluctuation; The economic system showed upward trend; The ecological environment showed decreasing trend; The overall level of science and technology increased first then kept stable. On the basis of evaluation results, some suggestions on water resource comprehensive utilization were given in order to provide references for the utilization of water resources and the improvement of water efficiency.
