摘要: 超标准洪水灾害突发性强、危害性大,严重威胁着社会经济的稳步发展,单一监测手段已难以满足对灾害监测的需求。当前洪灾监测手段及平台多样化,但缺乏统一梳理,各平台的调用缺乏协同配合。为此,在对超标准洪水监测平台资源的关键技术、特点及参数进行系统地分析研究和梳理的基础上,提出了超标准洪水天空地协同监测体系的架构,并针对不同天气状况、时效性等方面的要求,提出了流域、区域和局部不同空间尺度下超标准洪水具体的监测方案。研究成果对于超标准洪水监测具有指导意义。

Abstract: Exceeding-standard flood(ESF) is a sudden and catastrophic disaster that poses great threats to the steady development of society and economy. The individual monitoring tools cannot meet the need of disaster monitoring. Though current flood monitoring platforms are diverse, there is a lack of comprehensive classification and summary of those monitoring platforms. Therefore, the space-air-ground integrated monitoring architecture for exceeding-standard floods was proposed on the basis of key technology, characteristics and parameters of ESF platforms. Furthermore, we put forward specific ESF monitoring schemes on basin, region and local scales, under different weather and time. The research results may provide a practical guide to ESF monitoring.
